Oregon Paternity Project - Free Services

Free services are available to help qualifying parents through the process of establishing paternity for their child. Paternity is legally established once Voluntary Acknowledgment of Paternity paperwork is completed, signed by both parents, notarized and filed with Oregon Vital Records.
 

Free services include:

  • Providing parents with a Voluntary Acknowledgment of Paternity form and information on how to complete it

  • Free notary service for the Voluntary Acknowledgment of Paternity form

  • Filing the form with Oregon Vital Records

  • Paying the fee to add the father’s name to the child's birth certificate

  • Free DNA testing if needed

Parents will need to purchase their own copy of the child’s birth certificate if they want one.
 

Both parents and the child must meet a few rules to be able to qualify for the free paternity establishment services:

  • The child must have been born in Oregon

  • The child is currently under the age of 18

  • The child does not already have a legal father

  • The mother was not married to another man when the child was born

  • The child is not currently on public assistance or in state care (if so, the state should already be establishing paternity for you)

  • Your rights as a parent have not been terminated for the child whose paternity will be established

  • The child has not been legally adopted by someone else

  • There is no court order saying the alleged father is not the child’s biological parent
